There are so many options and variations. To get licensing approval

the XFL would need to go through the Collegiate Licensing Company (CLC). Their fee structure, if you download their PDF, doesn't make it clear what the total cost would be for the dozens of schools involved.

Plus, there's this (from CLC website):

"Each CLC partner institution utilizes its own decision-making process to determine how to grant licenses. Click the icons below to learn more about requirements of the CLC licensing process. If you would like more information or have additional questions, please contact [email protected]. Thank you for your interest in collegiate licensing."

This doesn't break down how many different schools are represented on XFL teams, but it's an idea of how many different 2x2's the XFL would need to work with (from CBS):

"Four-hundred and sixty athletes who played NCAA football were on opening-day rosters when the XFL kicked off its 2020 football season. Find the 2020 XFL rosters below.

"According to the XFL, 428 of those athletes are from Division I programs with 367 coming from the FBS and 61 from the FCS. Twenty-five players are from Division II schools and seven from Division III programs."

A quick check of the Defenders' roster alone shows there are 38 different schools on their opening day roster, not including injured reserve guys.
