The planning is definitely NOT fake per the folks I've heard this from.

Implementation on the other hand is TBD. They are definitely working on the public messaging side of an actual implementation though. Whether they ever actually use it we shall see I guess. Wednesday was what I was told as a best guess based on where things were over the weekend but that was just a total guess.
