So Richmond delys opening. I guess that's good for Chesterfield and Henrico

The city is a small island in the middle of those two counties. If I'm a business owner in the city, I'm pissed. This will also delay their move to Phases 2 and 3. So what's to stop the city folk from just bringing their biz a couple of miles away?
