With ample available tests, increased "eligibility"* and more than ample

beds available here, I don't see why they want to set goals for testing. When these goals are set in response to the latest CDC or other press releases, by the time locales rise to meet that PR, the CD or others have moved to some new target.

*not sure what "eligibility" means in that quote. Maybe available in more locations. "Availability" is understandable.
