Here are your answers (some added info)
1) He wrestled unattached in 4 tourneys at 285 for SERTC, not VT, so that implies a grayshirt. Appy State's tourney in January was his latest appearance. He's from C'burg, so it's convenient.
2) He was announced as a VT recruit, see link below.
3) If he returns (and with nonstarters that's always an option), he is eligible for a redshirt. BC Laprade did that and I'm fairly certain Andrew Dunn did (this was actually tough to research, as neither his VT or Kutztown bio listed his graduation year). Former Hokie HWT Dawson Peck, who came in with Ty, grayshirted, began a redshirted year with VT, before transferring to UTC (and, eventually, everywhere else). It's pretty common among HWT's at VT.
4) I haven't seen a recent photo of Andy, but he desperately needed to change his body type and work on neutral. The little video I watched show above average mat wrestling, which is rare (and often unnecessary) for a big man. He'll need added strength, regardless whether he's at 197 or 285.
