If you're losing multiple games scoring that many points you have defensive issues. That's the same concept as VT holding teams to less than 14 points under Beamer and still losing.

Less than 35 you can say the offense was good but it doesn't put it into "good enough to blame the defense every game" territory which is my barometer for this question.
