Many schools are doing that same thing.
Testing before they get to campus makes sense. At least you identify some positive cases but certainly you could contract it in the time between the swab and arriving on campus. If you test when they arrive, then you have everyone on campus and the chance for spreading it is higher.
There is no playbook for this crisis and it's easy to lob bombs at our friends in C'ville. I have been on a few Zoom calls with their facilities folks and I think they and the rest of the state schools are doing the best they can.
