Look at it from another vantage point
the more remote the area, the less likely that people were infected prior to lockdowns. Thus, once people started to come in contact more, the infection rate kicked up. At some point, a certain infection rate will happen. Places that locked down before there was significant infection, will catch up and usually spike, like those places that were hit hard prior to lockdowns.
