Yep, except for the previous race


I do wish that when a team is clearly faster, more powerful than everyone else in the field, their improvements/upgrades are frozen while everyone else continues to upgrade.

Once another team has become the fastest, their R&D gets frozen, and the previous team can resume R&D.
