It's easy to get to, actually


Rich(er) owners don't want a cap because they're happy to pay to win.

Players don't want a cap, because they want to get paid. If they were to agree to a cap on their earnings, it would have to come with a floor that ensures a certain share of league revenues still makes it's way into their paychecks.

Poor (relatively) owners who might want a cap, aren't interested in a cap high enough to mollify the players, or the payroll floor that would undoubtedly come with it.

tl;dr; The Pirates are more than happy to let the Dodgers spend away if the alternative means they'd have to pony up more on the bottom end.
