unusual, unfortunately. You CANNOT take your eyes off the road when travelling Rte 1 here. So many tourists come for the first time and geeze at the water, then drift over the line and cause a head on collision.
Overseas HWY is crazy dangerous in the 2 lane sections - I drive it at full alert, both hands on the wheel.

I'm not sure if that was exactly the case here, but it sure sounds like it. He definitely went over the line - just not sure of the reason. The truck he hit swerved to the shoulder in an effort to get out of the way, but couldn't.
