VEA has something just north of 40,000 members. They advocate and associate, but they aren't allowed to bargain yet or mandate membership. We (I'm a lifetime retired member) like to call ourselves a "Union", but the legal reality is that we are not.

School policy in Virginia is really driven mainly by local school board and superintendent's associations. VEA also drives reform legislation through active lobbying and candidate support through our PAC, often in unison with the previous two organizations and the PTA.
