Get second opinion, oil "leak" likely means gaskets worn out, and probably an overhaul, which is not cheap or small job, but not necessarily the cost of replacing an engine.

They need to be specific with you about WHY it needs to be ~new~ engine. Leaks are likely gaskets.

Oil burning (white smoke) is likely rings on the pistons worn out, and oil getting into combustion chamber.

The only thing I can think of that automatically says "new engine" from an oil leak is actually a cracked engine block, and I would want to see that with my own eyes before committing money to a new engine.

Get second opinion. Maybe even third.
