Good question, dunno, I could see technical factors


eg, Bruce took his shot, waved goodbye and they took off and by the time the police officer got over there he was the only one there still there.

Yeah, I would expect if they were there he would have booked them also and would have deserved harsher penalties, ie, serving alcohol.

Just dunno though, should have been reported if more tickets were handed out, but Bruce was the only news here.
