CFB should go to a minimum 15 seconds between plays


There are too many plays per game, too much advantage for offense, too many injuries, too long games. Don't let ball be snapped within 15 (or 20) seconds off the play clock. Make exceptions for the last two minutes of the first half and for the entire 4th quarter.
