Just so happens my wife is a full time club coach and has to deal with this 7 days a week. First of all, 9 months of data across the world shows that swimming is inherently very safe. Think about it, you are literally exhaling into highly chlorinated water. Studies show that covid does not transmit in chlorinated water. In fact, regular bacteria fares much, much better in chlorinated water. They also have restrictions to numbers of swimmers in a lane, they start on different ends, etc. Coaches have been very creative and honestly overworked handling this. My son swims at another school, and they are just running more practices to keep numbers down (PA is much more restrictive than VA). There are a lot more morning practices.

Meets are a bit different. Men and women are at separate sites or not concurrent (which is a huge bummer for the athletes). Social distancing protocols are in effect with dots on seats in the stands for swimmers to camp out on and masks are worn outside the water. In fact, the athletes carry a plastic bag with them to the blocks and put their masks in them at the start. When they finish, they get out, and put masks on, which is brutal for many of them (my daughter is an asthmatic 400IMer, she nearly collapsed at a meet in Dec due to the mask).

In general, I think swimmers tend to be really good at following rules because there are so many of them at the pool in general. We have been safely running meets indoors since October. Some of the kids grumble, but they generally comply.
