As others have stated below, it's most likely a service issue...


However, when this happened to me two years ago, the issue was in my electrical panel and was my responsibility.

Electrical panels usually have breakers arranged vertically in two columns, and each column receives power via a vertical "bus bar" inside the panel. When the breakers are installed, they touch one of the bus bars and make electrical contact, thus allowing power to flow through the wire on the load side of the breaker and feed the devices on this circuit. The bus bars receive power via the main breaker, which serves as a bridge between the bus bars and the two "hot" wires coming into your house from the electrical meter. Each of these wires (each is on a different "phase" - that's a different discussion) is connected to one bus bar through the main breaker. In my case, the main breaker was making intermittent contact with one of the bus bars - sometimes it would touch and everything would work as intended; other times, the main breaker would lose electrical contact with one bus bar, and all of the circuits fed by this bus bar, either fully or partially (i.e. 220V circuits, which get power from both bus bars), would be "dead". Apparently this was a common fault with the brand of the old electrical panel in my house, so I ended up having to replace my entire electrical service. Thankfully I work in construction and have some good friends who are electricians, so I had a friend help me do it for cheap. Otherwise I imagine that would easily cost $1,500 or more.
