Is recruiting the Transfer Portal more critical than recruiting HS players?

The players in the TP have already shown that they can do it at this level. Many of these players have played 3-4 seasons. They're essentially Plug-n-Play.
So, if you're a coach and you've got a very good team coming back but all you need is a PF that can give you 10-12 ppg, can rebound and play defense, if you can just find that guy, you're a Final Four team. So, knowing your job depends on it, where are you going to concentrate your recruiting re$ource$?
