It's a long shot, but has the Vet checked his Thyroid?

We had a golden years ago with similar symptoms, though not as severe. After trying many different allergy remedies, the doctor found something amiss in his blood work related to his thyroid. One simple medication changed everything. (Sorry, I can't remember what that medication was called.) He started eating better, put on weight, his coat started to grow back in and he stopped scratching altogether. I hope you are able to figure something out, because endless trips to the vet are not fun for you, your dog or your wallet.
