Roc offered them early but they were not progressing as expected so Buzz wanted to pull their offers. Even though it was Buzz's call, Buzz made Roc do it and Roc was not too happy about it. It just got worse from there (including a heated argument at a summer event) and they eventually needed to part before their relationship was irreparably damaged. The ironic part is that they were 2019 recruits so Buzz wouldn't have needed to worry about them anyway.

The loss of Roc allowed Buzz to promote Devin Johnson. Dev was looking for an assistant spot at other programs because he felt he had no more room to grow at VT. To keep Dev happy, Buzz let him offer a little known academic redshirt recruit that summer by the name of Tyrece Radford.
