My kids swim in college. Percentage is usually based on things like Trials cuts, Winter Nationals/Summer Nationals cuts, etc. She was the #2 ranked swimmer in her class, but unfortunately #1 ate up a lot of the allocation due to her very high ranking. The class behind her was worse lopsided. That said, they do review annually, and performance is rewarded.
