I have an older son (nearly 23) who made the decision to get vaccinated

because he has asthma. (That puts him higher on the COVID risk scale than your daughter.) He had a prior symptomatic COVID infection. Based on his experience with COVID and the vaccine adverse effects as well as his own analysis of the data, he's decided that there is "no way" he's getting a booster.

My younger son (nearly 20) decided to get vaccinated. There were two things that drove his decision: (1) fear of draconian policies his university would implement for non-vaccinated individuals and (2) guilt that would come if he were not vaccinated, got an infection, and then infected someone else. I thought that was a reasonable enough risk/reward assessment that I helped him arrange vaccination appointments.

Your daughter is young enough that it certainly is not an easy decision and is one that is complicated by the (in my opinion) non-scientific policies (like mandatory vaccinations) being implemented in schools and camps. If it were based solely on her own infection risk, I would say definitely not vaccinate. If it were based on based on her risk of becoming infected and transmitting to another person, then it becomes much harder to assess. If she's concerned about being ostracized, having additional burdens placed on her, or being excluded from opportunities, then you/she should decide how important those considerations are.

It sounds like you have already done these things, so I wish you and your daughter well.
