It will record motion and you control the sensitivity. You can also set the motion zones to anywhere in view of the camera. So if you want to include the neighbor's yard, the road, etc and set it to really sensitive, you can theoretically accomplish what you are asking. However, it will be triggered by everything that moves, including trees, every passing car, etc. so you will get a ton of false alerts
