Helmet to helmet doesnt mean anything.


If you lead with the crown of the helmet - no matter what you hit - it is targeting.

If the opponent is "defenseless" and you have forcible contact to their head or neck, it is targeting.

In this case, it looks like he hit the guy around the shoulders and if there was any contact to the head, it was incidental. Good overturn.
