It can be more than just cost of labor


EH&S requirements, taxes, regulatory requirements...doing business, especially manufacturing, in the US is expensive.

I've had cases in the past where foreign competitors could literally sell their products in the US cheaper than we could purchase the raw materials to make a part. Not only do some other countries have cheaper labor and less regulation, they also get government subsidies to further lower their costs.
