This rule has been in effect for many years. I used to keep the official scorers book for my daughter's high school team and there were numerous times when our coach was late in getting the books filled out prior to the 10 minute mark before the start of the game. After about 2 games where we received technicals before the start of the game, I filled out the scorers book and told the coach this was the starting line up. We always talked prior to the games after that to make sure the books were correct and this was what he wanted.
