Bad weight cuts rely on mostly water weight as opposed to proper management. Would think at this elite level a 15 lb water cut ain't nothing.

The problem is hydration is tied to strength and endurance. And you can only rehydrate so fast.

Just a guess, but a guy like epp might walk around at 205-210 in the off season and his weight management brings him down to 174 for matches
