I *think*, per NCAA rules, it's pretty simple.
If you play football, then your scholarship counts against football. Period.
It's to keep football programs from putting football players in other sports, and counting their scholarships against those sports -- like track, men's lacrosse, wrestling, etc.
So, if Wilson makes the football team, it has the potential to free up another scholarship for Buzz, because Devin's scholarship would count against football.
