Not sure I understand. They could offer the allowed 8 (men's is 4.5) by why


counters? This way they only have 8 kids that get any benefit. They can't give 16 girls half-scholies. Men could theoretically give 9 half-scholies.

It isn't just the former limit less 10% for the men's limit.

I'm sure I'm missing something.
