Because, unlike cartridges, you can do that business model with one design.

With cartridges, you'd have to design and build products for each ink jet manufacturer out there, cutting into your profits, probably enough that it's not workable. You're talking about scaling several designs, and would need the economies of scale to bring the cost down for *each* design, which probably isn't likely.
