The State of Michigan has primacy over safe drinking water...


and the local PWS is responsible for providing it as is the local governing body (The City of Flint).

As someone who managed PWS in AZ & AK this whole fiasco lays directly at the feet of the corruption and mismanagement at the local level.

The Fed goes thru many hoops before they over file and step-in.
