Happened on 28 last week, guy with VT plates


Going north on 28, during PM rush hour (near the Toll Road, where 28 is bumper-to-bumper).

Guy pulled the routine where he cruised in exit-lane, didn't exit, and kept cruising north on the shoulder -- after passing 20-25 vehicles, he merged back in. Go Hokies!
