They had months of notice. Permits were issued for the demonstrations, if I'm not mistaken. It was violent there a month or two ago. And they didn't anticipate that it might be a good idea to restrict vehicle traffic? For what it's worth, I've been to small town tourism events where major thoroughfares have been made temporarily impassable. It's quite easy.
