out of frustration, I e-mailed the mayor. The e-mail went through (He was VERY helpful and responsive). So, he asks me to send him the mail, and he would forward it to the rest of the council.

I copied my original mail and posted it in a reply to his reply. It bounced back. So for whatever reason, their server was rejecting something within the body of that message.

I reworked it as a word doc, attached it, and it went through fine. Very odd.
