Our Mexico location wants direct donations, otherwise

We have a few locations in Mexico, and one of them wants to help Mexico City. So one of the managers emailed us at corporate and asked if we would make a direct donation from the company (i.e., he and some of his colleagues rent a van, buy supplies and drive to Mexico City to deliver them) because otherwise, and he said he hated to say this but it was true, "stuff disappears."

Our company has a relationship with the Red Cross, and so that's where we donate (and direct employees to support if they wish). But his comment makes me wonder

It was tough to read. He clearly didn't want to say it and yet felt he needed to. And he, and everyone at the location, is Mexican, BTW. He said "I love my country, but ..."
