I used to work for a big phone company and we encouraged people to do this. We wanted the FCC to mandate requiring carriers to put in network solutions to handle calls like this. There were easily 500,000 calls a day that had the same calling and called numbers.

If you are asking why not just do something proactively, well it was because it cost money to do it. With a FCC mandate, telephone companies could then legally apply fees to recover the cost
