Some historical bias

In the early 1900's NC had nickname of the Good Roads State. By 1930's had more county seats connected with paved roads than any other state. Was way ahead of almost all states at the time - and doesn't have the weather maintenance problems of northeast.

But that has obviously fallen with current ranking in bottom 15.
