When uncooperative and/or unruly suspects are restrained by law enforcement officers they are typically taken to the ground or pinned against a solid and unmovable object in order to apply the handcuffs. Throwing the female in this video to the stadium stairs would have likely resulted in serious and debilitating injuries, hence there is an officer on each limb to forcibly move the female to area where she can be safely restrained with handcuffs.
The law enforcement officer could not deploy pepper spray without affecting a large number of spectators in the vicinity. He could not utilize a TASER without affecting the other LEOs restraining the female. One could argue that the law enforcement officer used the proper amount of force as it seemed to have prevented or discouraged the female from further acts of violence against him and his colleagues.
