Upon learning Janeway was in mortal danger, Kim was faced with the dilemma of being unable to transport Janeway out of harm's way due to a malfunction of the transporter - it would only work if he brought Voyager within 10,000 kilometers of the planet's surface, where they could get a lock. At first Kim refused to consider the idea of exposing Voyager to detection, and it was against Janeway's strict orders, but he relented due to the prodding of engineer B'lanna (something). Voyager descended, and of course, was spotted. And this is the tape that is only now being released.

Fortunately, Janeway and Chakotay were transported back safely. I'm going to continue drinking and watch part 2 after dinner to see how they get back to the 24th century.
