Something to do with how it was pre-paid, and the bank that issued it.


Cryptobank was issuing pre-paid Visa cards to folks that paid with bitcoin. Bank wasn't following the right rules, so Visa didn't trust they would get their money from the bank (cryptobank). Don't know if it was something really sketchy, or if the needed rules just haven't been fully developed yet.
