Appreciate an explanation of what is allowed....

after a wrestler signals to the referee that he wants a freestyle start. The wrestler in the up position placing his hands on the back of the down wrestler prior to the whistle. It seems this gives the top wrestler an advantage versus the folkestyle position where the down wrestler has contact and an awareness of the top wrestler's location. TIA
