One drink raises BAC by .02.
Your liver eliminates a drink an hour
New York had 2 limits at that time (they're lower now). .05 was "Ability Impaired". .10 was "Intoxicated".

Based on that, I usually felt safe, once i was of drinking age, having 2 beers in the first hour, then 1 per hour after that. Now that I'm older, I don't even go to that point, even though I reluctantly admit to being a bit north of 150 lbs.

I would assume that the study you cited is much more recent, so probably better figures. Still, I would figure that most of us would be safe having 4 beers in 3 hours or 5 in 4 hours.
