Sounds to me like he was planning to shoot up some...

...cardboard boxes at the Craigs Creek range near Pandapas Pond, and real good. The fact that he checked the weapon in and out with the police makes me think there was nothing nefarious going on. This would be the first time in human history that a mass shooter had the local police store his weapon for safe keeping.
