I would agree with this. This is increasing years onto the lives of a set number of people, it would tend to increase the average.

Yes, yes it does. That's actually what you said above, infant mortality itself *does* affect life expectancy. But I do agree with you in that it may not be the true mathematical cause and effect, because it may not be the dominant factor in a change in life expectancy. There was a slight downturn last year in life expectancy, probably because other negative factors absorbed gains from infant mortality decreases.
