They can adjust the criteria to fit total allocation count. They gave out 27 automatics at 141, so maybe his RPI didn't quite make the cut and kept him out of earning an automatics.

27 allocations means 6 at-larges. Brent would eligible there under several criteria if he doesn't qualify in the ACC.
