My simple theory is they were not sure of BC conditioning upon return.

Sully has been wrestling lately and BC has not. There is no way to know how healed BC was or his conditioning level and they needed more time. They registered Sully in the ACCT then delayed the wrestle-off as long as they could. Only until BC could show his conditioning was OK and he was not hurt afterwards did they feel comfortable that he would be the better choice.

I suppose they could have registered BC and went the other way, but Sully has been the starter in the last few matches so it was his to lose.
