I-95 or US 301 traveling from Richmond to Annapolis?

Returning from the Masters practice round on Tuesday, I ran into stone dead stop and go traffic on 95 around Woodbridge. This was around noon, not rush hour. After getting through that, it was followed by a half hour of combat driving on the Beltway. When my son was in college in NC I used to take 301, even though the traffic lights in and around Waldorf were maddening. Google maps says the 301 route is 1/2 hour longer. Any suggestions?
