I am not sure FIFA makes much money on the Playoff Round

Heck I would say CAF may be the poorest confederation and yet FIFA gave them 5 slots to help "develop" the sport in Africa. If FIFA truly wanted to capitalize on the money, then FIFA would have divided up the bids this way:

Host: 1
AFC/OFC (now combined): 3
CAF: 3
CONCACAF: 4
CONMEBOL: 5
UEFA: 16
