I think it's both. There were so many divers working in the cave, the


O2 levels were getting low. For the rescue effort, the trip in and back out takes more than one tank of air, so extra tanks have to be placed at key points along the escape path.

I don't know if they were actively trying to increase O2 levels, or just trying to limit the number of folks breathing in the deeper parts of the cave.
