What is the best way to contact the Justice Department

BYW this is not a back story. Lounge responses and real advice will both be appreciated. TIA

Short version of the story. A good friend of mines mother has the beginnings of dementia, she is stuck in Jamaica after she got caught up in a money scam. FBI, state Department, local PD in Jamaica don’t care. We have contacted congressmen and senators. They both said that she is out of the US, so they can’t help. Both said to contact the Justice Department.

I don’t see how that will help, considering the FBI said they can’t help.

I recommended getting the local media involved and writing a letter to the president.

This is about a woman in her late 70s with dementia, stuck in Jamaica. Any advice willl be truly appreciated.
